I'll have a bet with a friend and have the names of so many mad scientists and / or practitioners crazy comic books. It may at any time of the comic, famous or infamous.

You see, I'll give you some, but the names that come to mind, are also on comics. Most of them appeared in the books - Buck Rogers had his own title a few times and he appeared on the Charlie's fame, for example.
Lex Luthor (0riginally Scientists) Superman
Dr. Sivan (The Original Series Fawcett) Captain Marvel
Dr. Hans Zarkov, Flash Gordon
Dr. Huerta Buck Rogers
Dr. Garth Lumiere (British comics)
Count Champagnac (Spirou and Fantasio) (Belgian Comic Book)
Professeur Tournesol / Professor Calculus Tintin (Belgian Comic Book)
Man-Bat Batman
Michael Morbius, Spider-Man.
Dr. Who
Light and Huerta are good. Dr Who and Zarkov Count Champagnac are good / bad (Zarkov is literally crazy when we meet him for the first time). Aka Professor Calculus Professor Calculus is an air-man. It is sweet, but not quite there.
